No, because it isn't a separate garment. The short and the tights are joined at the waist and move as one piece, so there's no outer pair to creep up the inner pair. That's the whole reason the garment exists.
That's what they're for. The relaxed outer short means the leg is covered and the garment reads as running kit rather than bare tights — which for a lot of runners is the difference between going out the door and not.
These are built for the autumn and winter half of the year — frosted mornings, wet leaves, dark evenings. Below freezing most people add a wind layer over the top on exposed routes, but the full-length coverage is the point.
S to 3XL. Take your usual size. The tights sit close without pinching and the elasticated waist has an adjustable drawcord, so there's room to tune the fit at the waist rather than sizing up for it.
Cold wash, inside out, no fabric softener. Softener coats the fibres and stops the fabric moving moisture the way it's meant to. Hang to dry — no tumble dryer, no ironing.
